Dans le ville éthiopienne de Teraf, plusieurs habitants ont été victimes d’exactions. L’ONU a décidé de mettre en place une commission d’enquête concernant toutes les parties prenantes du conflit.
Le Conseil des droits de l’homme de l’ONU a décidé vendredi 17 décembre, lors d’une session spéciale, de créer une commission chargée d’enquêter et de réunir des preuves sur les exactions commises dans le cadre du conflit en Éthiopie qui dure depuis plus d’un an. Cette décision a lieu notamment après la publication de deux rapports de l’organisation Human Rights Watch. L’un fait état de massacre et détentions massives de Tigréens par les forces amharas. L’autre, au contraire, pointe du doigt les exécutions sommaires pratiquées par les rebelles tigréens au sein de la région voisine Amhara.
« C’était pendant la nuit »
Dans le village de Teraf, d’après les habitants, 25 personnes ont été exécutées sommairement par les forces tigréennes et leurs alliés oromos. « Le premier massacre a eu lieu quand ils sont venus nous envahir, c’était pendant la nuit. Ensuite nous avons enterré tous les corps au même endroit », raconte Mohamed Siraj, un fermier de 31 ans en montrant la fosse commune où sont enterrées les victimes.
Mohammed Siraj et d’autres fermiers avaient alors brièvement combattu les rebelles tigréens à leur arrivée, ce qui pourrait avoir provoqué des représailles comme dans d’autres villes de la région. Mais le fermier préfère croire à des motivations ethniques : « C’est parce que nous sommes amharas qu’ils nous ont tué. Surtout car nous sommes des amharas vivant en zone à majorité oromos. »
Les conflits territoriaux sont récurrents entre les deux plus grandes communautés éthiopiennes, les Oromos et les Amharas, en partie à cause de cette situation administrative complexe.
